The Broker Mark of Distinction can be purchased in Oribos for from Au'Dara. This broker is located at (59.6, 71.0) on the upper floor of Oribos next to the Flight Master.
You should buy and use this item as soon as possible to avoid wasting any Renown when doing the Covenant intro quests.
