To unlock, simply play Plunderstorm until you reach Renown 5, and the next time you log into Dragonflight, you should automatically be prompted with the quest, A Keg-Stamped Package.

Plunderstorm Renown 5 Unlocks Limited Vendor in Dragonflight with Amirdrassil Cache and Crests
Upon reaching Renown 5 with the Keg Leg's Crew in Plunderstorm, Dragonflight players also unlock a new vendor in Valdrakken offering a limited amount of mid-level crests and a single Bind-on-Account cache containing normal Amirdrassil loot!
