We datamined earlier that Afflicted got buffed by increasing the penalty of the Afflicted debuff. However, this change has been reverted and the cast time of the spell Afflicted Cry was actually increased to 12 seconds. It seems that they may have increased the wrong "10" by accident.

Afflicted Affix Hotfixed – Cast Time Nerfed
The Afflicted affix has now been hotfixed, reverting the buff and actually nerfing the cast time!
