Patch 12.1 PTR Datamined Class and Tier Set Changes (Build 68569) – Class Tuning & Scalecommander Evoker CDR Reworked

We've datamined class and tier set changes for the next Patch 12.1 PTR Build which includes class tuning and the Scalecommander Hero Talent for Evokers getting reworked.

This is datamined, and has not been confirmed by Blizzard in any Development Notes. In addition, bug fixes and other changes might not be missed in this, but most direct class tuning should be included here.

This build includes many more Tier Set changes, as well as continued class tuning:

One of the biggest changes seems to be to Evoker's Scalecommander talent Wingleader which seems to greatly reduce the cooldown reduction of the Breath spells

Protection Paladin talent tree has been reorganized.
