With Phase 3 of the Community Fresh event now live, players can re-enable their experience gains and make their way to level 50. Unfortunately, there have been issues with the previous experience toggler NPC, Grendag Brightbeard, so Blizzard has stepped in to make some quick adjustments. To allow players to toggle on and off experience gains, Rune Brokers in every starting zone and major city now offer this service as well.

Actually, yes. I don't know why the dwarf is so cursed but as a workaround I've added the option to all the Rune Brokers. I'm going to get some extra eyes on this tomorrow to (hopefully) prevent it from happening again. Sorry about that!
There are rune brokers in every major city, as well as in every newbie 1-5 starter area.
