In today's World of Midnight Developer Panel, Lead Game Designer Maria Hamilton revealed that in addition to the amenities available to both factions in a capital city, Silvermoon City will feature districts exclusive to Horde players that Alliance players cannot access at all.
Because it's a hub city, there's a small section of Silvermoon that's been set aside as a sanctuary area where Horde and Alliance share that space, but the majority of the city is Horde, and Alliance is kill-on-sight as you'd expect.

With the initial reveal that Midnight would center around Quel'thalas, many feared that the iconic capital city of Silvermoon would be transformed from a Horde hub into a neutral city, both in gameplay and lore. Thankfully, it seems like Silvermoon's neutral stance will be a partnership of convenience with the Alliance, as Blizzard has confirmed that certain regions of the city will remain exclusive to Horde players!
In addition, we know that Silvermoon will be expanded with new districts such as the Sanctum of Light and Memorial Garden. An official article on Xbox Wire also has a particilarly interesting comment about the state of Silvermoon after Midnight.
Rebuilt and reimagined, Silvermoon City is now a shared space for Horde and Alliance—for now, at least.
We currently don't know which districts will be Horde-exclusive, or how the neutrality of Silvermoon as a whole will work, so stay tuned for further details!
