In Patch 10.0.5, changes were made to loot rolls to check if a player owns a tier token at equal or greater power in order to roll need.

New Transmog Loot Option Coming in Patch 10.1
We've datamined a new Transmog loot option potentially coming in Patch 10.1. This new option will give transmog collectors slightly higher priority for transmog items, especially highly coveted items like tier tokens.
