Dragonriding is now available throughout Azeroth wherever flying is available. Outside of the Dragon Isles, Dragonriding mounts move at 80% of their maximum speeds.

Dragonriding Limited to 80% of Maximum Speed Outside Dragon Isles – Outland Cup Announcement
In the 10.2.5 PTR patch notes, players will be able to Dragonride throughout Azeroth. However, outside Dragon Isles, Dragonriding's max speed will be limited to 80% of its maximum in order not to trivialize traveling.
