In Patch 10.1.5, Blizzard made a lot of significant improvements to the base UI, but the new Cooldown Flash and In-Button Castbar have been criticized by some players as being distracting. While there previously wasn't a way to disable these new effects, a crafty reddit user has created code and subsequent WeakAura to disable these new effects.
