In a recent hotfix that wasn't listed in the June 7th Hotfixes, Design: Relentless Earthstorm Diamond has been added to Reputation Vendors in Burning Crusade Classic.

Hotfix for Relentless Earthstorm Diamond

The reason this Meta Gem Design was hotfixed into the game likely stems from the Spellcaster equivalent, Chaotic Skyfire Diamond, randomly appearing during Phase 1.
