During his interview with Asmongold, Game Director Ion Hazzikostas said that the team is actually interested in bringing Master Loot back to the game! He went on to awknowledge that there are downsides to both systems, such as the inability to trade higher item level personal loot drops which aren't necessarily useful or having a master looted bow drop when there are no Hunters in the raid to use it, so they would like to find a middle ground.
