Blizzard Adds Context for Post-Nerf Tier 6 Content in Burning Crusade Classic

While it was already confirmed that there would not be a "Pre-Nerf" version of Tier 6 content, Blizzard added some extra context to this decision in a blue post on the WoW Community Council Forum.

Pretty straightforward answer; there just wasn’t a lot of sweeping changes to Tier 6 content after it was released.
