Midnight Leveling starts soon and many players were going to use War Mode as it provides 25% to 40% experience bonus to quests and mob kills. With some last minute hotfixes, it appears that Blizzard has nerfed this experience bonus to a flat 15%. Oddly, the value doesn't appear to have changed on the War Mode button or when in town, but once you step out of town, the buff Enlisted appears to have changed to now stay 15%. This interaction appears to be the case on both live (with a character lower than level 80) and Beta (with a level 80 character), and across factions.
We've also confirmed that there's an unlabeled hotfix that changed the following values on something:
25 -> 15
25 -> 15
30 -> 15
30 -> 15
35 -> 15
35 -> 15
40 -> 15
40 -> 15
Considering there are two of each value, which would apply to one for each faction, and a range which matches the typical range of War Mode experience bonuses, this does seem to confirm the theory. If this is the case, most War Mode leveling routes were set to a 25% experience boost and will likely need to be rerouted.
