Update: The level 58 Character Boost is now available for both NA and EU realms on The Burning Crusade Anniversary pre-patch.
After several extensions of the 24-hour scheduled maintenance, players were finally able to get into The Burning Crusade Anniversary servers and create their new Blood Elf Paladin or a Draenei Shaman. However, while players were able to log onto the servers, many noticed that the $60 character boost they had purchased was not working.

Blizzard later confirmed that the Character Boost and Name Change services have been temporarily disabled on The Burning Crusade Anniversary servers while they work on a solution.
Shortly after the pre-patch went live in NA, World of Warcraft Senior Game Producer, Tom Ellis, stated that there should be a fix coming to the Character Boost later today.

Holy crap that was a loooong one, longest in hrm, a decade? We're live in US, and it's now stabilized, EU is going live any minute! Thank you all, and apologies.
Breaking news is going out, but FYI boosts are disabled for the night, we think we've got them fixed up but everyone is fried so we'll get back into that tomorrow and hopefully get boosts rolling once again.
West coast is still asleep but we were pretty close last night so I expect boost will be back in again by around lunch time, don’t crucify me if we miss that though! But it is the highest priority, we successfully processed some and a couple got stuck, just need to figure out what the stuck ones were hitting and we’ll be good to go.
