Announced during the Midnight: What's Next Panel, transmog will no longer be locked to armor types in Patch 12.2.5. Mages can wear Plate shoulders, or Warriors can wear Cloth gear.
In addition, Paul Kubit revealed in our interview that there are still a few restrictions, as only the Armor type restriction is being removed. Class-restricted transmogs such as Tier Sets will remain restricted to that class and will not be able to be transmogged cross-class. Some Tier Sets do have alternate pieces that will still grant the appearance, but the full set might not be available from off-pieces only. The other restriction is weapons. Weapon restrictions will still apply to transmog, and you won't have a Warrior running around with Wands.
Paul Kubit explained the reason behind the change, noting that Transmog has changed over the years. Originally, the transmog system had players maintain specific silhouettes related to their armor type, such as Clothies always looking like they were still wearing cloth. Recently, Blizzard has started adding more cosmetic transmog sets that can be used by any class, but look like a specific Armor type, which completely breaks the previous guidelines of players always looking like their Armor type. As such, they've taken a page from Housing and will be allowing players to be more creative with their Transmog going forward.
