The Path of Anguish for Alliance players and Felspark Ravine for Horde players is one of the very first quests you'll gain access to once you travel through the Dark Portal. This quest is very important as it'll let you instantly get a weapon upgrade, which is one of the most important slots to upgrade for leveling.

This item is quite nice for a boosted character as it'll supply you with some much-needed hit rating, strength, and stamina, which are your two primary stats as well, making this a nice early pickup from questing.
Bladefist's Breadth
Reward from Overlord/Cruel's Intentions
This trinket is actually incredible and will last you well up into pre-raid and even some raiding content. The 26 crit rating is a good boost to your critical strike chance, and the on-use attack power is great to pair with your other cooldowns for a significant DPS gain.

Scale Leggings of the Skirmisher
Drops from Watchkeeper Gargolmar
Dropped from the first boss in the first dungeon, these legs are going to be a massive upgrade from the communal legs that you receive from your boost. Every stat you could ask for and 3 sockets are a great pick up.
Warsong Howling Axe
Drops from Keli'dan the Breaker
It might be hard to find a good pair of one-handed weapons to dual-wield, so in the meantime, you can pick up this nice two-handed weapon from Blood Furnace.
Pendant of Battle-Lust
Drops from The Maker
Pendant of Battle Lust is a nice jewelry slot pickup in the Blood Furnace dungeon; it provides you with a lot of primary stats and will last you for a good while during the leveling process.

While these are merely three of the many, many quests available in the Outlands, they offer large step-ups in weapon quality, and each of these quests can be considered an anchor point for your questing adventure, marking the growth of your character in TBC content.
Restoration Shaman Pre-Raid BiS
The Staff of Twin Worlds
Reward from Felspark Ravine (Horde) or The Path of Anguish (Alliance)
This is one of the most important upgrades available because you can obtain it within 30 minutes of entering the Dark Portal. All you need to do is accept the initial quests at the bottom of the stairs after you go through the portal, fly to your faction's Hellfire hub (Thrallmar for the Horde and Honor Hold for the Alliance, respectively), and do the quests mentioned above, which are picked slightly outside of the hub.
The enemies you have to kill in these quests are among the easiest in Outland, and you should be able to do it even as Restoration, although it might take you a while and require some Mana regeneration in between kills. Your reward is a strong starting weapon, especially at Level 58!
Healer's Staff of the Forest
Reward from Escape from Firewing Point! (Horde) or Escape from Firewing Point! (Alliance)
A much stronger weapon than The Staff of Twin Worlds, and perhaps your introduction to items with Spell Healing, which only increases the potency of your heals, rather than that of all spells, but has much higher values than the Spell Damage you've seen so far. Spell Healing gear is what you will be aiming for in the endgame.
This is also a very tough quest to solo, being a long escort in a hostile enemy fortress, and doing this is the perfect time to group up with other people in the area who might be wanting to do this quest and who will be thankful to have a dedicated healer in their group.
Mogor's Anointing Club
Reward from The Ring of Blood: The Final Challenge
The Ring of Blood is the quintessential leveling quest of TBC, and one that has multiple variations across many WoW expansions after this point. The idea is extremely simple: once you hit Level 65, go to this quest's hub in Nagrand and group up with 4 other players to tackle a sequence of increasingly harder group quests and elite bosses until you defeat Mogor, a powerful ogre Shaman boss, which you must kill twice.
Your reward? One of the best questing weapons in the game, which can easily last you all the way to Level 70, and hopefully, a fun experience with healing the boss rush.

Diamond-Core Sledgemace
Drops from The Maker in The Blood Furnace
This mace is very likely to be your first dungeon weapon in TBC, as it drops from the first boss in one of the best leveling dungeons available early on. While it has pretty good stats for such an early weapon, take note that it increases Spell Damage and Healing, rather than just Healing, which means the value of healing added is not as strong as the dedicated healing weapons you will find soon afterwards.
Coilfang Hammer of Renewal
Drops from Rokmar the Crackler in The Slave Pens
This mace is of a similar level to the previous one, but has Spell Healing instead, which allows it to have more than double the healing amount! While The Slave Pens is typically not as efficient for leveling as The Blood Furnace, it does give Cenarion Expedition reputation, which will be of use later, and you should look to run it for that purpose at least a few times.
Epoch-Mender
Drops from Temporus in The Black Morass
One of the first weapons you are likely to get at Level 70, this powerful healing staff comes from the final boss of The Black Morass, the final Caverns of Time dungeon, a pivotal moment in Warcraft history and part of the first raid, Karazhan's attunement process. Take note that it is possible to obtain it at Level 68, but many players opt to complete this dungeon at Level 70 for the raid attunement, and also because it is one of the toughest dungeons to complete when undergeared, due to its relentless enemy spawning pace.

Drops from Warbringer O'mrogg in The Shattered Halls
This dagger is absolutely amazing for how easy it is to get, and gathering a group for The Shattered Halls should be one of your priorities once you get to Level 68. There are also other powerful pieces in this dungeon, making it one of the best ways to level up while also gearing up!
