Here are the datamined class and spell changes for Patch 9.1.5 PTR Build 40078 which includes the initial removal of the AoE Hard Caps, in exchange for soft capping and dealing reduced damage beyond 5 targets.

Highlights

Death Knight Bonestorm, Consumption, Frostscythe, Bursting Sores, Reanimated Shambler, Sacrificial Pact, Abomination Limb are now soft capped at 5 targets.

Demon Hunter Blade Dance, Fel Barrage, Soul Cleave and Spirit Bomb are now soft capped at 5 targets.
