Bumping this to note that we know there are a very small subset of players who have fallen into a state where they cannot start/finish certain quests. This is one of those instances.The team has a fix coming but it will be in 1.1.3.

Patch 1.1.3 Coming in a “Few Weeks”, Will Fix Quest Related Bugs
Diablo 4 Global Community Development Director, Adam Fletcher has confirmed via the Diablo 4 forums that Patch 1.1.3 will be coming out in a few weeks and that it will be focused on fixing bugs that have limited players' quest progression.
