New Forsaken Tabards without Sylvanas Shattered Mask Found in Patch 10.1
New Forsaken Tabards with and without the Shattered Mask of Sylvanas have been datamined in Patch 10.1 Embers of Neltharion! Currently, there are no items associated with these new tabards, so it remains to be seen if these will eventually be obtainable by players or just NPC armor.

The above tabard is a vast departure from the shattered mask insignia that has been traditionally associated with the Forsaken.
