This looks to be an amazing recolor of the Mythic Raid mount Ashes of Belo'ren, and is only available for the top 1% of Mythic+ players in Season 1. There has been no announced way to acquire this mount after this season, so if you want this mount, make sure to push some keys.
According to Raider.io, the cutoff for NA 1% is about 3784 (or just above all +19s) and the cutoff for EU 1% is 3845 (or around half +19s). This is surely to climb as the mount reward is now announced, so you'll likely need at least all 20s by the end of the Season.
