Back in Season of Mastery, Blizzard did reduce the Level 40 Mount cost and training cost by 50%. This change might just be correcting that for Season of Discovery, as it wasn't an intended part of the experience in SoD.

Mount Prices Increased After Maintenance – Season of Discovery
After today's maintenance on WoW Classic and Season of Discovery Realms, players noticed that Level 40 Mount costs have doubled. For anyone who hasn't paid attention to this, the old costs are still currently live on EU Realms, where Maintenance hasn't taken place.
