This is an equivalent to Warchief's Blessing, a Horde-only buff after turning in For The Horde!. In regular Classic WoW, there was no equivalent buff for Alliance players.
Over on X last week, Senior Game Producer Josh Greenfield (Aggrend), strongly hinted such a buff would be coming. While not confirming anything outright, he responded to a user's question with a favorable gif.
