Blizzard recently buffed Blightfall in the recent class tuning, but the ability was bugged and doing less damage than intended. This has now been fixed and results in:
Single Target: 12% buff from this bug fix alone, 15% compared to last week.
AoE: 6% buff from this bug fix alone, 7% compared to last week.

Resolved an issue with Blightfall doing less damage as more time passes since the plague was applied.

Fixed an issue that caused PvP adjustments to Windwalker’s Celestial Conduit and Flurry Strikes to apply in PvE as well.
Delves
Fixed issue where Valeera becomes unable to change talents and gain abilities after a faction change. Players experiencing this will need to enter a delve on the affected character, then leave the delve, and then log out to correct the issue.
