Liquid Luster is a brand new potion added in Patch 12.1 which grants bonus Versatility for 30 seconds. Every 6 seconds, another stack of Versatility is given which increases up to a cap of 5 stacks for the last 6 seconds. During the PTR, this potion was considered not very good by the player base, and then a sledgehammer 52% nerf came in, which resulted in the potion going from bad to even worse.
The potion has now received a massive buff on live servers, completely negating the nerf that occurred on the Patch 12.1 PTR, and buffing it further. It's unclear why Blizzard would massively nerf this potion on the PTR was it already wasn't considered very good, only to it to be undone after Patch 12.1 launched.
The Liquid Luster Potion now grants 151.5% more Versatility.
Liquid Luster now grants 420 Versatility (was 167) per stack.
Liquid Luster now grants 358 Versatility (was 143) per stack.
Previously the Liquid Luster potion would give so little stats that even with full stacks it would be worse than a Potion of Recklessness. This potion gives 1725 of your highest second stat, minus 232 of your lowest stat, for a raw gain of 1493. Not all stats are worth equal amounts of DPS, so it's probably worth more than 1493 stats because it's adding more of your best, and removing some of your worst.
On the other hand, Liquid Luster now provides:
6 seconds of 420 Versatility
6 seconds of 840 Versatility
6 seconds of 1260 Versatility
6 seconds of 1680 Versatility
6 seconds of 2100 Versatility
This averages out to about 1260 stats of 30 seconds, with a big injection at the end. There could be a use case now for this if your class likes Versatility, you value the damage reduction, or you want more secondary stats during a tight window.
