If you head to Saldean's Farm in Westfall on a character that has completed the questline, you will see Westfall NPCs banding together and many of them have a new tag, Breadbasket Guild. Turns out the Breadbasket Guild is a new organization focused on helping the efforts with the poor in Westfall, spearheaded by the noble Cecilia Clessington!
