Solo Queueing for Island Expeditions
In order to queue for Solo Island Expeditions, instead of using the Expedition map, you must talk with Flynn Fairwind or Captain Rez'okun for Alliance and Horde respectively. The NPCs are located right by the Expedition Map in Boralus and Zuldazar.

How to Solo Queue for Islands Expeditions – Patch 9.1.5 Highlight
With Patch 9.1.5, players are now able to solo queue for Island Expeditions. In order to do so, players must talk with a different NPC than when queueing for normal Island Expeditions.
