Harbinger Questline Required for Pre-Patch Quest

Reminder: The Harbinger Questline is needed for the Pre-Patch questline.

This is correct. If you’ve completed the Harbinger questline, the quest should trigger, but you can take part in the pre-expansion event in any state at level 10 and above.

This questline begins with The Harbinger. This is an auto-accept quest that was received upon login during Patch 10.2.7.
