During the WoWCast Interview, Blizzard told us that Gnomeregan was planned as the next Season of Discovery raid at level 40, following the initial level 25 phase ending with Blackfathom Deeps. This means players probably won't have normal access to the regular Gnomeregan dungeon, which might be hard on some classes that rely on particular drops, even in the late stages of the game.
