Frostfire Mage and Dark Ranger Hunter Hotfixes Now Reapplied to Patch 11.0.7

Patch 11.0.7 didn't launch with all the class tuning hotfixes in Patch 11.0.5 leading to some accidental nerfs for some classes. These have seemingly now been fixed.

In Patch 11.0.5, many class changes made in 11.0.2 were not applied to Patch 11.0.5. This is a similar issue just on a smaller scale.
