While not much is revealed in the announcement post linked below, this could be either a way to test the technology soon to be used in Delves or a way to expand the bot NPC AI first used in the Comp Stomp Brawl.

Follower Dungeons Coming with Patch 10.2.5 – Normal Mode Dungeons with NPCs
Blizzard has announced that Patch 10.2.5 will have a new Follower Dungeon feature. This feature allows players to experience the normal eight Dragonflight dungeons and scale from 1 to 4 players, with NPCs filling the remaining slots.
