This is a change from Fated Shadowlands, where you needed to complete a number of bosses in that difficulty to upgrade your Dinar item to that difficulty.

Dinar Items Can Be Upgraded to the Max Item Level (528)
With the new Dinar system available on PTR, we are able to see the new Awakened upgrade track. This track allows items purchasable with Antique Bronze Bullion (Dinar) to be upgraded all the way to their max Mythic item level.
