The Swift of Foot world quest on Coiled Isle which puts you into a “vehicle” version of your character temporarily sets your TurnSpeed CVar to 65. When you exit the vehicle, either by finishing the world quest or via the exit button, the CVar is not being set back to its previous value (default being 180, if the player hasn’t changed it themselves prior).
The is not noticeable until a client restart, as the CVar change for whatever reason is only soft-applied until the client is fully restarted; swapping characters does nothing, but when you log back in to the game with a fresh client session later, your turning speed will be impacted.
This particular bug is identical to the issues that plagued the Siren Isle mech vehicle during TWW as well as the current issue that impacts Scalecommander evokers after using Deep Breath/Breath of Eons. We applied a hotfix for this issue 2.5 hours ago, at about 12:45 p.m. PDT today.

As explained by Thecheatt on the official forums, this somewhat insidious bug apparently overrides an obscure variable, but does not take effect until restarting the game client, making it difficult for users to figure out exactly why their characters have suddenly turned so lethargic. Blizzard Community Manager Kaivax has told us that a fix has been applied, though at least one user still reports the bug persisting, suggesting that the hotfix only address the quest, without restoring already changed player variables, in which case our helpful community member suggests that players re-edit it themselves by editing the Config.WTF file within the World of Warcraft installation directory and changing the Turn Speed value from 65.0 to 180.0, or using the in-game command.
