Charter Neighborhoods are private neighborhoods similar to guild neighborhoods, but without needing to be in the same guild. If you have a group of friends in different guilds across many servers, charter neighborhoods are for you!
We’ve fixed the issue and enabled Charter Neighborhoods. You should now be able to turn in your signed charter and continue making a Charter Neighborhood.
