While Blizzard hasn't communicated any hotfixes regarding World Buffs on Pets, it isn't entirely clear if this was intentional or just a bug.

Boon of Blackfathom No Longer Applies to Pets – Season of Discovery
In a hotfix that went out today for Season of Discovery, the Boon of Blackfathom World Buff Spell will no longer apply to pets, whether it drops in the city or released from a Chronoboon Displacer.
