During this week's WoW: Forever Podcast, the team was discussing tanks and whether or not you should need a Tank-specific talent build in order to do dungeons. During this time, Josh Greenfield brought up how Dual Spec unlocks at level 40 "currently":

Unlocking dual spec earlier would allow players to have a separate talent build for dungeons, especially for roles that you may not want to quest in, so having it earlier would be a welcome change for many players.
