Update: a hotfix has just gone out removing Mana Oils from the tooltip and specifying that only weapon enchants are affected, though secondary stat weapon enchants still appear to be applied twice.

Update the Second: another hotfix has gone out reducing secondary stat weapon enchants down to their proper +50% value.
Before and after the latest hotfix, to no longer apply the enchantment buff twice.
Interestingly, the Attuned to the Aether buff doesn't operate exactly as written. Although it says it increases the benefits of mana oils and enchantments by 50%, this doesn't appear to be the case based on our testing so far.
The buff does not affect Mana Oils and Whetstones.
The buff does not apply to Shaman weapon imbuements, which take the place of mana oil, such as Windfury Weapon.
The buff does not apply to non-weapon enchantments, such as Enchant Cloak - Chant of Winged Grace or Enchant Ring - Radiant Versatility.
The buff is applied twice to secondary weapon enchantments such, including Enchant Weapon - Authority of the Depths or Enchant Weapon - Oathsworn's Tenacity, which is a +125% total increase. Interestingly, Enchant Weapon - Authority of Radiant Power appears to apply only once as intended.
Death Knight runeforges are increased by +20%, with initial testing indicating that they are only applied once as intended.
Attuned to the Aether also lists a proc rate, though the buff is always applied and does not actually appear to have any active element.
Outside of the raid vs inside, with the actual change to stats confirmed. This 125% increase is achieved by applying the intended +50% twice.
We presume this behavior is a bug, though its hard to tell exactly what it should be doing. The buff is most likely only intended to work with weapon enchantments, though probably not at the increased rate - if Blizzard had meant to increase its value, they're more likely to have done so directly, rather than apply the buff twice. Likewise, if the buff is meant to affect mana oils, it should probably work with Shaman imbuements as well, though perhaps at a reduced value similar to Death Knight runeforges, as they tend to be much stronger than the consumable versions.
The quest is automatically pushed upon reaching renown 6, and turned in just outside the instance like all the rest.
A follow up to the Incontinental Hot Sauce from Liberation of Undermine, the previous raid's buff was hard to get excited about, dealing a small amount of direct which didn't scale or make much of a tangible impact whatsoever. Attuned to the Aether is meant to addresses this by instead increasing the potency of your enchantments, most of which provide statistical bonuses that scale better than direct sources of damage.
