Winds of Mysterious Fortune Experience, Reputation, & Bonus Satchel Buff in Patch 11.1.5

One of the first events coming next week in Patch 11.1.5, the Winds of Mysterious Fortune buff increases Experience and Reputation gains, while quests and kills have a chance to drop Mysterious Satchels containing special potions, equipment, and even cosmetics!

Although we already had a pretty good idea of what would be included, what still isn't quite clear is exactly how the "daily bonus" reward will work.
