After disabling the Elixir earlier today, Blizzard stated that bug that was causing players to crash after using the Elixir was fixed. However, since then Blizzard has removed this post and players have noted that the Elixir is still disabled.

Elixir of Holy Bolts Disabled Again in Diablo 4 – Blizzard Still Working on Fix
