Diablo 4 Global Community Development Director, Adam Fletcher has announced that a separate Hotfix will be going live before Patch 1.2.3 on December 5th. This Hotfix will correct the , no longer allowing its effect to trigger when a player's resource is drained from damage taken in PvP zones.
