The quest to obtain the Puzzling Cartel Chip, Ultra Prime Deluxe Turbo-Boost: Powerhouse Challenges can be picked up by a banner on the right side of the entrance to the Bank building in Dornogal (where the Great Vault is), and requires you to either kill 4 Liberation of Undermine bosses on Normal (or higher) difficulty, or complete 4 Mythic dungeons.
