Level 30 Enhancement Shaman Guide
On the r/classicwow subreddit, user MrPhage1 posted about a quest line that ended with The Tempest's Weapons/The Tempest's Weapons, which rewarded players with powerful items, including Lightning's Grasp, Tidebringer's Claw, or Rage of the Storm, plus Elementalist's Guard as an additional reward.

MrPhage stated that this quest comes "directly after receiving the wind totem quest." The player then laid out the following steps:
After completing the Wind Totem quest, there's a follow-up quest, Elemental Aid/Elemental Aid to loot the last boss in Razorfen Kraul, Charlga Razorflank.
Next is a quest, Storm, Earth, and Fire, which calls for collecting 20 totems across Azeroth, including Dustwallow Marsh, Desolace, Swamp of Sorrows, and Badlands.
Then, before you can turn in the items, MrPhage says you need to defeat a Level 40 elites in Thousand Needles, which includes waves of Elemental and Quilltusk enemies with the quest Heed My Call/Heed My Call.

Once you complete that task, you'll be sent to the final turn-in to Bath'rah the Windwatcher (the same NPC that rewards the famous Warrior weapon, Whirlwind Axe), in Alterac Mountains at around /way 80.4 66.8.
The best part is, as of yesterday's beta build, these quests are significantly easier to complete:
Shaman
The various creatures needed for the quest “Storm, Earth, and Fire” respawn more quickly, creatures drop their twisted totems more often, Maraudine Scouts now drop Twisted Air Totems, Ongeku can now drop a Twisted Earth Totem, Murdaloc can now drop a Twisted Fire Totem. The Twisted Fire Totem can now additionally be obtained via Dustbelcher ogres across the Badlands. Larger encampents like Dustbelch Grotto will respawn more quickly, but smaller ones will not.
The Eye of the Tempest for “Heed My Call” is now multi-drop.
