Upgrading Your Reshii Wraps
Upgrading your Reshii Wraps to Rank 4 will grant you the following benefits:

Your Reshii Wraps will be upgraded from ilvl707 to ilvl 714.

Enemies defeated while Phase Diving in K'aresh now have a chance to spawn a Phase Orb. These Phase Orbs are the exact same ones as the Orbs scattered across K'aresh that are used for the achievement Phase-Lost-and-Found.

You can now mount while Phase Diving! Mounting while Phase Diving will have you mounted on a Phase-Lost Slateback. This mount is restricted to ground movement and cannot fly.

Obtaining Ethereal Strands
Ethereal Strands are used to upgrade your Reshii Wraps, with each upgrade level requiring 3 of them. You can obtain Ethereal Strands in the following ways:

Completing Warrant quests in K'aresh;

Chests at the end of Delves;

Raid bosses in the Manaforge Omega raid;

bosses in The War Within Season 3 dungeons and Mythic+ End of Dungeon Caches;

Obtained from winning PvP matches in The War Within Season 3.
