Shard of Domination Gems are Special Raid Items in Patch 9.1 – Socketed in Specific Raid Cloak

More information has been datamined about the Shard of Domination gems, which confirms them as special raid gems. You'll need to kill raid bosses to earn them and they can only be socketed in specific raid drops, similar to the Sha-Touched gems from Mists of Pandaria, and are likely part of the effort to make raid loot best for raid.
