First Method: Dawnbreaker Follower Dungeon
All players can use this first method without any restrictions. To do it, you must queue for the Dawnbreaker follower dungeon. Once you're teleported to the dungeon, you can talk to General Steelstrike to ask to be teleported out. She is located to the right after you walk into the instance, upstairs.
