Blizzard is aware of an issue on the Mists of Pandaria Classic Beta, where players who copy over a character from the live version of the game are unable to select talents. This issue is due to Dual Specialization not being implemented on the beta server. To avoid this issue, Blizzard suggests ensuring that your character is in their primary spec before copying them to the beta server.
