There have been numerous reports from players across the WoW forums, Discord and the WoW playerbase that some characters appear to be bugged and unable to cap out their Spark of Tides at 4 this week.
Last week, due a Spark quest that wasn't available to everyone, Blizzard announced that all players would be able to get 4 Sparks this week. It appears that there now might be a bug with their fix for the previous bug, where some players are unable to progress past 2 Sparks unobtained in this week. These players get a maximum of 2 Sparks, and then the Tidal Spark Dust currency which tracks number of Sparks immediately jumps to 4, and players are no longer able to get Sparks.
