There's an interesting item in the recent 9.1 PTR build strongly suggestive of a raid skip quest such as the one found in Castle Nathria, Ny'alotha and previous raids. Phylactery Shard is an epic quality quest item with three versions citing Normal, Heroic, and Mythic difficulties, which stacks to 4. Kel'thuzad is returning as a boss in Sanctum of Domination, so it would seem very likely that this item is meant to be collected over several weeks to unlock the ability to skip parts of the raid.
