Patch 9.1 PTR Build 38511 Conduit Tuning for Warlocks and Priests

A new PTR build is here! We're starting with some conduit tuning for Warlocks and Priests.

Our normal spell diff will be a little delayed, so we are starting with the Conduit Tuning in this build.

Priest

Clear Mind (Finesse Conduit) Dispel Magic, Purify, and Mass Dispel cost 20.0% less mana.
