Blizzard has posted Patch 9.1.5 PTR development notes for September 15th, 2021 which includes more target cap changes, details on Korthia catch up for alts, pet battle changes, and more!
More abilities had their maximum target cap removed and some abilities had their soft cap moved to 8 targets from 5.
Unlocking your third Soulbind on any character allows alts to immediately unlock their second and third Soulbind in the same Covenant.
