After some digging, it appears that this build may be related to an upcoming Stress Test for the Mists of Pandaria Classic launch in China, as indicated by a datamined Feat of Strength:
NEW Aid in the stress testing of the realms in China.
While it appears that many of these will be China-exclusive, we were able to datamine several Toys and Mounts from this updated PTR server, including the previously discovered Lil' Exodar Toy and Cerulean Phase-Hunter Mount.
